Minnows don't realize that without STEEM POWER their voting should be more selective. Reserve it for those post that you think deserve it but also that you will comment and reply to. Commenting and replying is where Minnows will truly get paid. Yes, if you bust out a blow out article with Whale up votes, then you too will get huge rewards, but that is not easy. I do see newbies though from newbies to Dolphins very fast. The Whales are voting, and the rest of us follow.
As for what exactly they like.... all I can say is it has to be good, unique, creative, inspiring and informational. It doesn't have to have all of these qualities, but it should have as many as possible. Then, if there are any friendlies like me, you can tell me you created a post or ask me to check it out. SOME though take offense, so be careful and/or always ask before posting a link. With me it's ok, but from personal experience, I know it's not for others.
