that bottom number (27.574) is how much you OWE.
so you do not HAVE a balance to withdraw.
of course I could be wrong...but even if I am.

You need to look in your wallet here:
https://steemit.com/@theking007/transfers
and then click on the arrow where your Steem Dollars are. This will give you the option of transferring your funds.
