There are really a few different bugs at work here, and I don't want to bore you with the details. I think you should be able to upvote after the changes going in with the next hardfork on Tuesday.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

  • Disagreement on rewards
  • Fraud or plagiarism
  • Hate speech or trolling
  • Miscategorized content or spam
