Newly created Steem accounts come with some cryptocurrency (Steem Power) and so Steemit Inc. has restricted how many we can each create for free by only allowing 1 per phone or IP address. This means we need to find other ways to create new accounts if we want more than one or even if our friends/family want accounts from the same Internet Connection as we used.
I have tested the various services available for creating accounts on Steem and so here's my review to let you know the pros and cons and which I recommend.
The three services I know of are:
Anon Steem - This services is run by @someguy123 and offers anonymous account setup in that no phone or IP tracking is involved. You simply transfer the fee to anonsteem and get your account right away. The fee is currently 5 Steem, but you can also use Litecoin or Bitcoin for greater anonymity. The downside here is that the fee is equivalent currently to $25 USD.
Blocktrades - Blocktrades offer a similar service, with the added bonus that they store your password on their server in case you lose it (note: if you change the password then their backup is useless). Their fee is currently the highest at 6 Steem (or $30USD).
Busy.org - I have posted before about the service (which I think is) from busy.org that also allows you to create a Steem account. This service currently has the lowest price at 3 Steem, but requires you to login to their system using your own account's private, active key - so there's a tradeoff between anonymity/privacy/security and cost.
Conclusion
Each of these services has it's own benefits, if you just want the cheapest option, then busy is the way to go - but if you care more about anonymity then go with AnonSteem and if you specifically want a backup made of your password then maybe Blocktrades is worth the extra cost to you.
Wishing you well,

Would it not makes sense to allow and facilitate existing users to delegate a portion of their steem power to make good for pending users?
This would help grow the platform as it is not at all beyond the realm of reason for partners or such to have different accounts...
Alternatively they could opt for (and refine) a different system entirely...

Maybe, yes - though that would most likely require a fork of Steem and that's something that is both rare and not as openly discussed as I would like.

I tried using busy to create an account using delegated SP but got an error saying it wasn't successful and to check my console for details. You don't know how I can find out what was causing it to fail do you? What console do they mean?
I couldn't see the the account creation fee field anywhere on Steemd.com. I must be missing it. I'll check again. I think it's still 0.2 Steem though. In the vests field I put in the vests equivelent to 14 Steem which I think should be enough but no joy.

You can't use delegated SP to do any kind of transaction as it is classed by the system as 'In use'. Steem has to both be non delegated and also Powered Down to be used in any kind of transaction.
You can see the Account creation fee here on Steemdb.com. It's on the right, in the section titled: Consensus State. It's currently 0.1 Steem, so that equates to an actual fee of 3 Steem. I'm not sure why the multiplication factor is involved but I just used this method earlier today and it worked for me.

Sorry, I didn't make myself clear. I was following the instructions in this post and have attached a screenshot of exactly the section I mean.
I did actually manage to create an account using this method a few days previously so not sure why it won't work now. Are there restrictions on the format of usernames or something or are some usernames blacklisted perhaps (although I wasn't trying to create a username that I would consider contentious)

Oh ok, if you use the guide that I wrote that I linked in the OP it will work fine without doing anything with the vests value.
