I think this delegation has something to do with the reward pool. But I really never understood it myself. Ive never heard of anyone having a account denied.

Yes, without delegation of this free SP, there will be no voting reward. But isn't is better not to give power to everyone who opens up an account. There should be some minimum requirement to get this free reward. Again, that 27 SP isn't also able to vote up $0.01 so why bother to give it anyway? :D
