if virtually anyone can post it is kind of normal to get poor quality posts but personally it bothers me that poor quality posts get it into trending top and so on..
it seems that it is a structural problem...

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

  • Disagreement on rewards
  • Fraud or plagiarism
  • Hate speech or trolling
  • Miscategorized content or spam
