steemit faucet idea

This is my opinion about steemit faucet and the conflict between @miketr and @liondani you could view it here and here

@miketr your idea is good and inentions is also good the only problem is the way you use to help other

@liondani i agree with you in what you said that if this goes out of control there could be a lot of members doing this and i think would be considered as spam.

my opinion:
if theres no written rule about this i think this will just be a battle of opinions and then both could be right or wrong, giving @liondani the upperhand for having the (8) higher number.

my idea:
for anyone who wants to make faucet. the rules should be like this.
-no votes are allowed within the first payout time. meaning no upvotes should done for 12hrs or first payout. any votes within first payout is not counted and not eligable for rewards.
-votes should be done after first payout 12hrs after posting to the 2nd week with date and time of deadline for upvoting to make it clear.
-after the said deadline the author should take a screenshot of the final amount of money to be distributed.
any votes after 2nd week is not valid and if ever it raise the money it would go to the author treated as support for the faucet.
-from the deadline to the end of third week is the time for the faucet author to pay all those who upvoted from his own pocket.
-end of third week to fourth week before payout is the time for any upvoters who dosent get paid to cancel his/her upvote.

Pros
-This way we could see if the author really is trustworthy.
-We could also decide from here on if we like faucet here in steemit if it got supported it will stay.
-Not everyone could make a faucet if they could not pay on the 2nd to 3rd week.

Cons
-Could really generate spam
-High risk for the author, he could be easily get scammed by the upvoters by removing upvotes after they recieved their reward. but i think is fair enough for making a real faucet does really have risks.

just my two cents, hope you guys could solve your issues @liondani and @miktr and anyone concerned.
