I don't see anything wrong with it. You have to test the waters and find that sweet spot and promotion is the whole idea of doing stuff like this. Also spending money on upvote bots right now doesn't give you the same amount of money you put in well most of the time. So it's not about the money for him, clearly its promotion and gathering a base following and of course helps steem monsters so win win!
