    I am not 100% sure steemer -- Steemmonsters is making more and more additions. This would be a great question for them in their discord channel!

      From my understanding .... Once game play starts cards can level up via playing in tournaments. Game play isn't planned to start until a few more weeks so currently the only way to level them up that I know of is to combine cards.
