I know the Steem Dollar is supposed to corralate with the US Dollar value for the most part but just a quick question I have been wondering. Why do SBDs go to a 1000th of a decimal place when the dollar doesn't go that low? How can you have a fraction of a cent? I just don't get how that trades.

It doesn't really trade down to the fractions of the cent. The exception becomes when you are in a country where the currency is on a different scale and those fractions of a cent does matter. It also makes it more accurate, so it's a win-win.
