What's this about hard fork 17? :Wow! You are completely asking the worst guy about that. I am the opposite of the guy that you want to ask. The only thing I know is where to find the information so that you can try to figure it out for yourself, because I don't know, probably won't know, and even when people take their valuable time to explain it to me and I make the proper responses and they think I know, I still completely won't know.
First, what is a hard fork? :
I looked over the blockchain-trail and found a very good description by @kyle.anderson from last Saturday. I don't know how complete it is (because I am the wrong guy (see above)), but I understood what he told me. You should probably check it out, and maybe look around at some of the other posts and see if they are discussing it there.
How will this affect the price of STEEM? :
I really, really don't know, let me go look and see. Well, I still don't know (I don't think anyone does) but I did find an interesting post on how to read trading information. Perhaps you could use this to learn how to make your own predictions based on current trends. Check out the Trading-Trail for the post by @lastminuteman on the 12th of this month.

I think SteemTrail is a great endeavor because it is about real people reading and curating real content, which helps build community... and a sense of community in which lots of people feel like they are stakeholders or stewards of the community increases the chances of longevity.
