I’m excited to hear that you’re proposing a bridge between Steem and EOS. This would almost certainly add value to Steem and make it more accessible.
I’m curious about the account creation you talked about. Which resource credit would be used? Would it be RC from a specific account like dlux.io or would the new account be created collectively by the node operators? In that case, would the node operators be paid in EOS for using their own RC to create accounts?
Also, the github link in your post needs to be updated. Right now it may be trying to log in through a link from your account and it goes to a 404 error page.
Here is the meat of the program. https://github.com/dluxio/dlux_open_token/blob/ACT/index.js
It does need to be tested. And account creation from the EOS side would need to be done in EOS tokens. Pricing in two assets might be a little harder so I guess the easiest way to price these assets would be to poll STEEM:EOS price.
How the RC's work... every account that helps run the system would set how much RCs they'd like to convert to Account Creation Tokens, and the price, in Steem, they are willing to sell them for. They can also sell delegation to the new accounts so they have RCs of their own to get up and running on steem.
This needs to be implemented and tested on a test net. But it's all open source and from what I understand all good for Steem.

Thanks for the clarifications. So technically, will those "Account Creation Tokens" be native non-fungible token from the DLUX's NFT framework ?

These are the current account creation tokens that are non-transferable. This network is built like the dlux network but doesn’t have a token economy of its own.

Oh...I just caught that this is simply the process to claim accounts with resource credits since hf20. I just didn't knew it under this specific name.

Alright, so from what I understand, both the account creation and the atomic swap would run on a standalone network ?

These are pieces that any decentralized/distributed network with a common goal can adopt. Steemhouse for instance could use these collaborative functions to build a token, share account generation between interested parties, and perform any other custom functions related to the business. DLUX will run some of these functions, and I'm hoping to get them tested off the DLUX network so they can be beneficial to Steem first. After all I am asking for some "free" labor.

Seems like a constructive way to go
