In a situation as what you have stated it is best in the end to take the bull by the horns.
Your husband sounds like a lost soul who does not know what he wants from life and stays with his father because he is looking for some orders that will never come. The father is happy to have your husband as he needs company in his loneliness.
Seek a guiding spirit to help you and your husband will follow.
