How does the scam work?

"The Serious Fraud Office is now investigating a multi-million pound council tax scam by Taunton Deane Borough Council, and its officers." Somerset Live

Taunton is not used to hearing allegations of unethical behaviour so we were all relieved when Clr. John Williams (Con) the leader of Taunton Deane's Borough Council, oversaw the issuing of a denial.

A council spokesman said: "...there is no active investigation... integrity... entrusted with public money ...open and transparent ...independently audited ." Somerset Live

That denial, only lasted a couple of days before Mr. Liddell Grainger spoke out again. He wrote that when the Serious Fraud Office

“informed Wiveliscombe of their decision they made it abundantly clear that the matter still deserved a full investigation and recommended a referral to Action Fraud, the National Fraud Bureau run by City Of London police. Wiveliscombe wasted no time in referring the case and has now been given an official crime number. So much for yesterday’s pompous Council Press Release!" The Fraud Investigation.

So is there any substance to Wiveliscombe's accusation of a council tax scam by TDBC? At the council meeting on 11th of April Clr. Ian Morrell (Ind) asked for an explanation but the leader of the council failed to provide any convincing answers. One is tempted to fear the worse.
