I done a quick patch on stephard bot, and it has new rules and features for HF20.
*curie commandAllowed Post time
Before HF20, the curation time was set to minimum 30 minutes post age, and we shorten it to 15 minutes, and at the same time we shorten our window for curations into 2 days (to compensate increase in voting percentage).
Bot voting percentage (VP)
Bot voting percentage increases significantly to reduce wastage on Resource Credit.
Cooldown time
To compensate the increase in VP, we increases cooldown time from 24 hours to 36 hours.
Curie VP
Since we are on curie's trail, so we need to make sure that curie's VP is more than 80% to allow the post. (Current settings for the bot is that it will reject all the post when curie's VP is less than 80%, might subject to change in the future.)

Future work
- Update the library from steemjs to dsteem.
- Add more test and CI.
- Replace Async and Await code with RxJS for better error logging and performance.

If the curie % has gone below 80% would there be a notification that the post is moved to pending or it is totally rejected and deleted?
