It's still a very early work in progress. Currently all content is posted anonymously but optional support for logins should hopefully come this weekend.
Anyone can start a peer and replicate/rehost all the content on the network, choosing to filter any content they find objectionable or illegal in their jurisdiction.
Updates are synced between peers in realtime.
Voting is proof of work based.
