If you are out and about in public, you should pay attention to people exhibiting some form of situational awareness. Most people go about their business pretty oblivious to their surroundings so if you observe someone who is paying attention then you can focus your observations. It doesn't automatically mean they are a bad guy, just that you should pay attention more. This video breaks down what this all looks like.
