Does anyone else seem to believe that there is an agenda to these attacks which seems entirely unclear. I can understand one man developing an extremist religious viewpoint in a society where he feels unfit and does something horrible. We must leave room for people developing such mental diseases.
On the other hand a group of people planning something for a long period of time is an entirely different matter. It has to start with an idea preached to many with follow up recruitment of the affected. Then there would be indoctrination and then training. Such operations have to be large despite efforts to keep them small and hidden. I find it impossible to believe that with current capabilities of intelligence agencies, terrorism can actually be happening.
So how are these occurrences possible?

The U.S multinational corporate oligarchy and their puppet state gives money and arms to Saudi Arabia. Saudi Arabia exports Wahhabist Islamic extremism throughout the region, and through ISIS and the internet, throughout the world. In London, it is a bunch of alienated young men. In Syria, it could be a Palestinian refugee that has been radicalized by Wahhabism and goes to fight for ISIS.

You seem old enough to have realized by now that the agenda at play belongs to the United States, and that terrorism is a tool of the state. Sure, sometimes it's genuine (they call this "blowback"), sometimes it's an FBI sting operation or a false flag drill, but in every case it's part of a plan to move the world towards a certain outcome where there is more control and less privacy and where recourses, human and otherwise, are continuously exhausted.
Taking a look at Islamic terror: the "agenda" is to rid themselves of foreign meddling in their land and way of life. Suicide bombing is not a weapon. Like in WWII, it's the last resort of a desperate people.
Look at it this way. If you life in the USA, or in the West in general, you basically live on the Deathstar. Life is great in the empire, but not so great in the outer rim where our stormtroopers police the galaxy.
