I'm not much of a photographer, so you'll forgive my question? I like the smooth effect on the water of a long exposure - but then, why has it not had the same effect on the clouds, or is it that the 'long exposure' is relative, just a few seconds, and the clouds move at a more leisurely pace?

Exact, it's depend the speed of the clouds...
If you d like to see a movement in the clouds too, you have to to have a exposure like 300 seconds. this one is only 30 seconds...
