As an Expat living in Bangkok Thailand  I go to Saigon/HCMC a couple times a year and for the most part really like the city. So on this trip thought I'd take a look at some living costs plus Expat hangouts etc. Didn't raise the long-term Visa debate but suffice to say it's becoming increasingly stricter in all of SE Asia and will only continue to as SE Asia countries also continue to emerge into modern middle class economies.   As for bars/pubs, like it or not from the UK to USA to Thailand and between, as certain as electric cars are coming, bars are fading along with ageing Expat boomers in Thailand & surrounds (myself included as a younger boomer;)

This TIME article sums up: http://time.com/money/4228993/dive-ba...
And from the Guardian: https://www.theguardian.com/business/...
Numbeo's cost of living comparison: https://www.numbeo.com/cost-of-living...

So, is the grass REALLY greener 'over there'?? One's mileage may vary & your comments on the subject are most welcomed :)

Cheers!
