Sounds like a quiet acknowledgement that they are finally in country. About 20 airmen are going to finish training this year, so ~10 F-16s will be flying.
Since Russia has been targeting Ukraine's airfields, some of the transferred F-16s are going to be kept abroad in storage.
That wouldn't be the first time. Ukraine did keep some of its aircraft outside of Ukraine during the war, especially during the most intense bombardments in the early days of the war.
