Antique tool and a competition

I bought this in a thrift shop very cheaply because no-one knew what it is used for, although I did. Free SBD for the first person who can correctly identify it but there will also be prizes for the most entertaining guesses so go wild!

Its a Vernier Caliper.

Guess: Honestly I don't know BUT I'll make a descriptive guess based on what I see. The hatchet-esque blade in the top of the ruler looks like it had a handle on it at some point so I think it was a tool to measure the width of something to be cut and then actually cut it. Maybe leather? Maybe to cut the circumference of something?

Wacky Guess: It's a pumpkin measuring device for farmers. Put the hook at the top of the pumpkin and measure. Using the hammer for a little thump on the side that ensures the pumpkin is of sound quality.

Speculation: This could also just be some old tools photoshopped together, the hammer looks like it's resting on the two points of the ruler.

Ok ill take a serious shot at it it is a leather working tool not only for working the leather but also making leather the rounded hammer is for keeping the leather thickness right the black portion is a awl on one side but if you look there is a pin holding it to the base it swings out the other end is actually a blade they used that for scraping hides to be made into leather... 8 } A leather working tool.

Competition is officially closed and although no-one actually put a name on it, @dugyfresh got close enough in his descriptive guess and for all the effort in his other replies, he is the winner.
My first picture is an older form of a tool that is still used today and it is called a plough gauge, made for cutting leather straps and used mostly by harness-makers. Below is a picture of the same tool, available today. The wooden handle is missing from the tool I have.
