I imagine it does, because even some conservatives haven't figured it out yet. I'm not saying I'm right for sure, but I'm pretty sure that the end-state he wants is for the EU and Asia to cut their tariffs and allow our products in. The old-style, standard political model for that would be to go negotiate.
But that has not worked in the past, and Trump simply doesn't believe that time is on our side. So he has acted, or at least put in place a plan to act, decisively enough to where the foreign powers need to do something. Since they're already virtually banning our exports, the hope is that they will see Trump's plan as a threat to their cozy export situation now and come to the table to work something out.
