Both are good. Overall I think the food is better in France but Croatia has quite fresh seafood. People are friendlier in Croatia. When I was in South of France several years ago it was so beautiful it seems like the whole area is professionally landscaped. If you like walled cities, the Dubrovnik old town is not to be missed -- the condition and size of the old city is amazing and dates from ~8th century. I was there 5 years ago -- this should be a good time now post peak tourist season, otherwise Dubrovnik is too crowded as many cruise ships drop anchor.
