at 5:25 it looks like you are in a traffic jam. What you typically do then is to make room for the ambulance or police car by driving to the border of the road. It is called "Rettungsgasse", which loosely translates to rescue alley.
We we wondering that, but there was no crash ahead nor any emergency vehicles that drove past.
Cars went to the side then merged back again.
But a great idea to have to help get emergency vehicles through.
