Reuters news agency quoted Iranian state television as saying that all passengers aboard the Ukraine International Airlines Boeing 4 aircraft were killed.
The plane was flying to the Ukrainian capital of Kiev, BBC Online reported. There were seven people ascending with the cross.
It is unclear whether the Iran-US conflict has anything to do with the plane crash.
The rescue team is on the scene.
Iran's emergency services chief Pir Hussain Kaulivand said the plane crashed after it crashed.
