I'm going to say A because the owners are the ones that control who the witnesses are... While the witnesses may make the rules, they will lose their support from the big boys if they go in the wrong direction. That's just my thought!

I think it starts with the witnesses, in my humble opinion. They set the culture and the literal rules to the forks, how everything is executed in the platform. The funny thing is that witnesses are also a good sized portion of the whale class as well, so yeah, they run I'd say about 80%+ of the show, we are all here as guests in the game they are hosting.

You're welcome! I was thinking that technically there are no real rules; the whales give the illusion of control, but do they make the rules? I don't think so. The witnesses can influence the rules, but do they make them? I don't know about that one either. If it's majority rule, in a way, then maybe it's the users? I could continue, but I won't :)
