Is @upex similar to dlease? Or is it just for boosting your post's earnings? Can I use the service to just delegate and earn passively without posting?

    It is not similar to dlease. It is an upvoting service where users can delegate steem power and receive upvotes worth 20x their upvote value on their post each day.
