Update upvote service x2.5 of bid #5

This means the largest upvote I can provide by my curation trail is $ 0.12 (with price of STEEM is 0.81). So you will always get $0.05 for an upvote with a cost of 0.02 SBD or STEEM.
Previously, a few cases I was unable to provide such as commitment and had to supplement by offering another upvote. Also there are some cases where I calculated the total SP wrong, now I have adjusted this and will not have the problem wrong in the future.

1. Although the biggest upvote is $0.12 but I still get a 0.02SBD /STEEM bid and offer upvote with $0.05 value. The min bid is still = max and = 0.02SBD /STEEM.
2. In some cases I will refuse service when the power has fallen deeper and you have used the service too many times in 24 hours. Currently I will provide up to 3 times service for 1 user/24h. Hope you will sympathize for this.
