There are whales with 100's of accounts, literally. While multiple accounts can be used to abuse the system, they can also be used to to nail a revenge flagger, or restore the rep of someone who had the guts to flag an abusive whale. No one helped, so some of us are helping ourselves. Please excuse the selfie votes; I have some rep to restore. Greetings!

You think too small. We've witnessed dolphins that created several thousand accounts to abuse the Byteball airdrop a bit back.

Services such as Microworkers also help facilitate exchanging freshly made Steem accounts for a few cents in USD. While the service bans such tasks, they usually are able to obtain few dozen accounts before being shut down.

I don't have a problem with multiple accounts up to several hundreds. But if they are going to be used in an abusive way it needs to be stopped. You name yourself several options what to do with several accounts, thanks for that, might be interesting for other guys here as well.
