I have tried several browsers and cannot reproduce this bug. Especially considering the internet speed in your case (and if you have a low spec PC), this may happen very rarely.
If you keep encountering this problem (after refreshing a few times and rule out temporarily network issues) you may re-submit a bug report by uploading a GIF or video, also, a F12 to show the errors in the console may be helpful in identifying the root cause.
