Your audience was way too broad. Moodle is specifically helpful to education administrators, as it is a system to manage learning. I have critiqued other Moodle campaigns for targeting teachers, as they aren't usually in a position to implement such a system. But you targeted people interested in education. With targeting such as that, one can't be too surprised that the ad didn't have many clicks, but 0 clicks is not something I've ever seen before.
