Your contribution cannot be approved yet, because it is in the wrong category. The correct category for your post is Suggestions. See the Utopian Rules. I believe that it would be a bug if it let you click the update button. This way, it is more of a suggestion for Steemit to display the information in read-only mode instead of the impression of the update.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

    Ok I will change it. I felt it was a grey area and I was not certain which category it would belong in between Bug and Suggestion.
