The feature does not work because you are not logged into any library account, and you are therefore not managing any of such accounts.
To use the sync service would be to store your library account contents in a cloud service or directly to your PC. So its basically not needed when you have nothing to be synced.
Think of it as trying to backup an empty contact list.
