Gimp is a very nice and cool open source app, gimp can also be used to create a logo, photo editing application, gimp also provides features similar to the edit applications paid photos, unfortunately this application does not feature an "Oil Paint" I suggest add features like "Oil Paint" so that users of this application can create the effect of a painting in their photos.
Proposal
I suggest adding the "Oil Paint" feature under the "Script-Fu" feature so that app users can create painting effects on their photos

Benefits with the additional features of "Oil Paint" is very helpful for users of this application especially for beginners because they have not really understood with the tools available in gimp applications, to create the effect of painting they have to make it manually, because the feature "Oil Paint" is complete with a variety of good tools, with the feature "Oil Paint" they can directly apply the effect of painting in their photos automatically and produce good work
