[Translation to Spanish] electron (2390 words) Part 3

Hi! I continued the translation of the open source project electron by glotbot to Spanish. Electron is "a tool for building cross-platform desktop apps with JavaScript, HTML, and CSS". Before translating, I also read and agreed to the Contributor Covenant Code of Conduct provided by the project.

Since most of the translations made were about code, variable and its comments, I also decided to translate the locales.md file, which included the languages codes and names . I translated 2390 words in total.
