[SockoBot] Looking for implementation of vote's value calculator as a Discord command.

Today's task request has to do with addition of new functionality to SockoBot - a $vote command that will calculate given user's vote's value and return it as a discord message.

• The code is entirely Python 3.
• The command should work with api.steemit.com API, unless that's impossible.
• It should be implemented as a separate function later called in the command() function already in my code.
• The command has to only take username as a parameter.
• The command should return value in $ (not USD, the $ visible under a post on steemit or utopian).

Further rules:

The contribution has to be submitted as a pull request to SockoBot's github repo. It has to be properly commented in the code. The code has to be safe and any changes to the previous code won't be accepted unless they make sense and I allow it, or they are a separate contribution to my code unrelated to this task request.
