I'm not associated with busy, I just carried out the study.

But my guess is that there are some quality controls around the vote to stop people taking advantage with spam posts.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

  • Disagreement on rewards
  • Fraud or plagiarism
  • Hate speech or trolling
  • Miscategorized content or spam
