Expected behavior
The brightness of tab should not do up-down.
Actual behavior
After hovering into the tabs, you will see that the brightness of that tab arises and then goes down.
How to reproduce
. Open BRAVE browser
. Then go to some pages which does not require internet (like- New Tab, About Brave, Welcome to BRAVE)
. From a tab with mouse hover over the other tabs
- Browser: BRAVE
- Operating system: Windows 10, 64 Bit!
