Telegram is an open source app with a non-profit cloud-based instant messaging service and it is a software available for Android, iOS, Windows Phone, Windows NT, macOS and Linux. It operates in a way that users can send messages and exchange photos, videos, stickers, audio and files of any type. I feel it is an amazing software and would like to be using it everytime that's why I want to suggest on it for a little improvement on the video icon appearance for easy communication between users, so users can enjoy it better.
Proposal
My contribution on the Telegram app is for an addition of a video call icon on:
• the option bar
• chat head, and
• a user's profile
It mustn't be at all three places but at least two of them. The operation for the video call should be very simple. This is to say, once a user clicks on the video icon, the video call starts immediately. When a user starts a video call, he/she would have to wait for the other user to connect/pick the call and if connected, communication start.
Mockups / Examples
This is the look of the telegram option bar, user profile and open chat at the moment respectively. 
This is just a sample of how it should look like, it may need a modification of structure of my sample to make it look nice. 
The V in the last sample stands for video. These three locations for the video icon are easily accessible and are places where a user will often visit that's why I preferred these locations for the icon.
Benefits
•It will make communication between users to be more effective and better.
•It will enable a user to be able to share information in a better form, for example, in a case of marketing a sales product and the both parties need to negotiate on the quality and price of a product, this can be better done via a video call.
•It will make the app to be more interesting and fun to use.
