Vaccination isn't expensive, it's effective and safe. Willingly choosing to not vaccinate children endangers other people's lives (who can not get vaccinated due to immune system malfunction). In the us people are required to get auto insurance, to drive a car, as there needs to be protection for other drivers. Mandating immunization is similar, as protection is necessary for others (as well as the child receiving the vaccination).
I suppose if people wanted to not participate in society in any capacity at all, then in that situation it would be okay for them to not vaccinate.
