This is...kinda true. Its very distinct from the akiras and totoros though. Id place it more in line with heavy metal 2000, less an "anime" and more an "animated movie". Of course we could argue semantics, but the point is hyperbole for the sake of distinction. Its not some poorly animated rush job with a tv series and manga behind it, instead something rather different.
