In the afternoon of July 29, provincial road 421B, passing through Can Huu commune (Quoc Oai district, Hanoi) was deeply inundated. Cause of the Bui River water level back up when the Hoa Binh Hydropower Plant Flush flood plus the heavy rain after the storm No. 3, many sections have not drained.
Cars can go back and forth but must go slower than usual. However, only high-powered cars are safe enough to pass through.
There are even people playing in front of the car. Only when the car approached them to run away.
That looks totally unreal. But sadly I'm sure it is real. I've heard Hanoi and the north are very beautiful. I hope they aren't getting too beat up by climate change. Some places are just getting hit harder than others.
