Not voting is a way of communicating with the public that you understand your vote has little chance of positively effecting your own outcome. I think most people get that. That's why there is a massive get out the vote campaign. The government is desperate for people to believe in the power of voting.
Without that belief, government will face the same problem governments faced when people stopped believing in the devine right of kings. The only reason people don't revolt is because voting puts a veil over the fact that the state is a criminal organization, just like the church used to when we had kings. Most people see the state as legitimate force and voting is the reason for it.
Even if we don't succeed in spreading the message of anarchy to a sufficient number of people, just spreading the message of the futility of voting could do a lot to get us closer to anarchy.
