My reply to @pathforger above is a better idea than the OP. It needs to be better conceived yet, and pushed forward, or any other way that might promise to prevent war profiteering and the hell it brings to men, women, and children.

Taking the profit out of harvesting organs and sex trafficking, is a start - and the best one I can think of.
