I contacted Bruce Anderson, Legal Council for the Texas Military Department and met with Melissa De Tarr from the TLC, Texas Legislative Committee and asked to coordinate with their Research and Legal department concerning developing an SBIR-SBAC academic advisory panel to address mission statements on merit review and for developments to file articles of incorporation with the secretary of state. I attended the HUB Expo at the IBM JJ Pickle center at 10100 Bunet road and made contact with THECB, the Texas Higher Education Coordinating Board and the Texas Legislative Council. I met with Valerie Woehl briefly with the state office of administrative hearings and inquired of the relation with THECB and TLC. This is back in the Spring of 2016 and communicated on April 8, 2016 to Theresa Lopez from THECB, the Texas Higher Education Coordinating Board.

I have sought development direction from TTARA, Texas Taxpayers and Research Association to address funding of energy recycling and next generation energy manufacturing research and development. I have reach out to IEC local union http://ibew520.org/ as well networking with Texas institutions of higher education to facilitate corporate development. I have contacted TTARA, The Texas taxpayer and research association concerning funding for Low Energy Nuclear Reactions (LENR) or Chemically Assisted Nuclear Reactions (CANR), also Lattice Assisted Nuclear Reactions (LANR), Condensed Matter Nuclear Science (CMNS) and Lattice Enabled Nuclear Reactions. In 1989, A&M tritium results kept cold fusion afloat with funding, however media campaigns in November of 1989 and following in the 1990's eliminated funding for "cold fusion". LENR, CANR, LANR and CMNS are more acceptable terms in the scientific community albeit some researchers still utilize these terms as well as the term 'sonoluminescence'.

Putting a spin on media campaigns to fund or take away funding is an issue that I seek development direction from TTARA. The events at "Spindletop" in Texas, enabled global leadership with energy manufacturing, however it is a finite resource and there are environmental costs as well as foreign policy issues with this form of energy manufacturing. I have contacted the TCEQ, Texas Commission on Environmental Quality to ask direction with SBAC, Small Business Advisory Committee direction. I cited the Harvard Business Review article "Stop the Innovation Wars" in reference to SBIR-SBAC developments and addressing Texas Taxpayer research of low-energy nuclear reactions (LENR) or condensed matter nuclear science (CMNS). Instead of the term 'innovation team' as utilized in this HBR article, let us replace it with the rates to develop and terms of an 'academic advisory panel' or academic engine driving innovation:

Seriously research has been calling me since childhood. Pylons are part of the fundamental infrastructure of the Land of the Lost; when the light crystals on their crystal matrix tables are tampered with, all manner of effects on the Land can be produced. Examples include causing storms, opening and closing time doorways, triggering earthquakes, and even manipulating the rate at which celestial bodies travel through the sky. Pylons appear to have specialized functions; a "Weather Pylon" controls rain, a "clock Pylon" controls the movement of celestial bodies. The synchronization of the pylons with heavenly bodies is also seen in "Pylon Express"; one pylon only opens when the three moons are aligned.
