He also downvoted all of my post. I'm not sure what he's trying to prove. I could probably put his reputation in the negative numbers with 1-2 downvote.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

Because the payout was passed it didn't removed it from being hidden.
