Let me completely disagree with this opinion. Dogs' intelligence and skills do not depend only on race, but many breeds have predispositions to perform specific actions. Each dog can be learned a lot, but you have to be able to reach it and learn how to communicate with it at its level. I know personally very well socialized Afghan Hounds, which know many commends and can do a lot, as well as unbearable, spoiled Poodle. It's us, people, who shape relationships with our animals.
The most intelligent dogs are reportedly the Border Collie and the Poodle, while the least intelligent dogs are the Afghan Hound and the Basenji.
