How to validate the milestones claimed by ICOs in their white papers?

I am reading the white paper of an upcoming ICO, which claims they will reach 1000 users in this year 2017. Having spent many years doing all kind of auditing jobs, my first reaction is to validate this number.

Question: How I can check if the number of the users they claim is valid?
