Adding API end point to Check Load Average of SteemYY server

API: https://steemyy.com/api/loadavg/

Adding this API endpoint so that when things don't work quite right (less responsive), we can check if it is due to high load average.

Next step is to add these numbers in the UI.

The numbers are: the load average for the last one, five, and fifteen minute period.
